- When an inmate is placed in restraints, the least restrictive device appropriate to the situation must be used. In mobilizing the arms, legs, and torso, restraint chairs provide the greatest degree of restraint.
- The circulation of inmates’ extremities, when kept in a restraint chair, must be checked every 15 minutes in the case of adult prisoners and every 10 minutes when the detainee is a juvenile.
- There are specifics with regard to the length of confinement in a restraint chair. Although there are exceptions, juveniles may only be detained for one hour while adults can be detained, as needed, for as long as 24 hours.
