The Potter County Sheriff has charge of county jail operations. The Texas Commission on Jail Standards (TCJS) establishes minimum jail standards and annually inspects Potter County Jail as well as all city and county jails in Texas. Restraints

TCJS has approved the use of various restraint devices in Texas jails. Restraint devices are to be used when an inmate is exhibiting injurious behavior. Jails must not use restraints as a form of punishment nor as a way of dealing with a suicidal inmate. Restraint devices must be used humanely, and the least restrictive device appropriate for any given situation must be used.

Restraint chairs restrict the movement of inmates completely. An inmate’s torso, legs, and arms are strapped in a way that leaves the individual immobile. Before being placed in a restraint chair or any other type of restraint device, a medical professional must assess the inmate’s health condition. If the person has physical infirmities, they cannot be positioned or restrained in a manner that would worsen their physical maladies.
