Restraint Chairs

TCJS has approved the use of restraint devices at Tarrant County Corrections Center but only for the purpose intended. Placing inmates in restraints is only permitted when the inmates are behaving in a manner that could cause harm. If the least restrictive restraint device will do the job of containing an inmate’s risky behavior, it must be the type of device used.

After all other methods have been tried but have been ineffective, one of the last resorts is to use a restraint chair. Mechanical locking devices on these chairs are placed on an inmate’s ankles and wrists and he or she is also strapped in at the torso and on the lap.    

Investigative reports of U.S. county jails have revealed in the past decade or so that restraint chairs are oftentimes associated with jailer misconduct. An alarming number of custodial deaths have been linked to restraint chairs, in addition to numerous complaints about the unlawful treatment of inmates who are deprived of their civil rights.
