Uniformity of minimum jail standards in county jails is achieved with the rules of operations decided on by the Texas Commission on Jail Standards (TCJS). Wichita County Jail, like all of the state’s county jails, is inspected by TCJS annually as part of enforcement. When a county jail is found to be non-compliant, additional scrutiny is applied and TCJS schedules a special jail inspection to ensure the facility is up to code.

Restraint Chairs

Among the rules of operations provided by TCJS is that jailers can place inmates in restraints if they are threatening harm to themselves or others. Restraint chairs are among those devices, and it also possibly the most controversial method of restraint in jails across the US.  

Watchdog groups have exposed disheartening information connected to using restraint chairs in jails. The controversial news has included evidence of consistency in abusing inmates while they are helplessly strapped into a restraint chair.

Medical care must be provided to an inmate in one of these restrictive chairs. As with all restraints, the blood circulation of the inmate must be checked every 15 minutes at most. The threat of developing a potentially deadly pulmonary embolism due to the inactivity of sitting in the chair is well known.
