The Collin County Sheriff shows that the county jail is referred to as the “detention facility” and was constructed to be a “direct supervision” facility with a podular design. It is believed that this type of layout creates an environment that is secure and humane for inmates and jailers. The structure itself promotes inmate supervision as opposed to control through security barriers and intermittent surveillance. The building design promotes positive morale, minimizes staff turnover, increases motivation, and improves efficiency.

A detention officer is with the inmates inside the housing unit at all times, directly supervising and interacting with the detainees. The officers’ responsibilities include the following:

  • Minimize negative conduct
  • Maintain control of inmate behavior
  • Eliminate or reduce situations that cause tension

Body alarms, radio communication, and surveillance cameras are used to maintain the officers’ security. Any inmates who refuse to conform to the direct supervision concept are transferred to a traditional linear housing unit.
