Daniel Carrillo, age 27, was booked into Nueces County Jail in Corpus Christi, Texas, on February 12, 2018. While still incarcerated, Carrillo died exactly three weeks later, on March 5, according to Assistant Chief Deputy of the Nueces County Sheriff’s Office (NCSO), Daniel Perez. Sheriff Jim Kaelin later announced that Carrillo died at about 2 a.m. and appeared to have suffered a cardiac event. The official cause of death from the Nueces County Medical Examiner’s Office is being awaited, Kaelin said. The sheriff’s office is not the primary investigative agency into the custodial death, as a result of procedural changes, Perez said. For this reason, no further details were immediately released about the death by NCSO; questions are being referred to the Texas Rangers.
Other sources provided more information about Carillo’s death. Capt. James Brown of the Corpus Christi Fire Department said emergency medical services crews were asked to respond to a situation at the Nueces County Jail. They found an unconscious man, upon arrival, and they started cardiopulmonary resuscitation. The family of Nueces County Jail prisoner Emilio Carrillo said Daniel Carrillo was transported by ambulance to a hospital, where he died.
The Texas Commission on Jail Standards (TCJS) is another investigating agency that becomes involved whenever a prisoner dies while in the custody of a county jail in Texas. In such instances, a special Jail Inspection Report is prepared. Investigators study documents and video evidence, to determine whether minimum jail standards were being met at the time a prisoner died.
