Comal County Jail and Courthouse

The historic Comal County Courthouse has been registered in the National Register of Historic Places and is a Recorded Texas Historic Landmark. James Riely Gordon designed the Romanesque Revival style courthouse, and construction was completed in 1898. Construction of a three-story jail that was added to the north side of the picturesque courthouse was completed in 1931. The jail was replaced in 1958.

A new jail was opened in 1985 at the current location of Comal County Jail. The size of the jail, however, has been expanded to its current capacity through the years to keep up with tremendous growth. Authorities say that still another jail space is planned for the not-too-distant future.

Inmate Supervision

The safety of inmates at  Chambers County Jail as well as all jails in Texas is largely determined by supervision and the jail being staffed with an appropriate number of deputies. Although it is a requirement for every facility to have the appropriate number of jailers around the clock, a common problem in jails is understaffing. Face-to-face observation of inmates in the general population must be, at most, every 60 minutes.

Ensuring the safety of mentally disabled and potentially suicidal inmates is a challenge for many counties in Texas because understaffing is a widespread problem. The face-to-face observations of these at-risk inmates are required every 30 minutes, at most.

August 31, 2020, is a recent deadline by which electronic sensors or cameras able to record the mandatory face-to-face inmate observations had to be installed wherever high-risk inmates are kept in county jails. Closed-circuit television is allowed, though watching inmates on a screen cannot serve to replace the required face-to-face observations.

  • Plans must be made for handling scheduled sick calls on a regular basis.
  • Pregnant inmates must be provided with gynecological and obstetrical care as well as special housing, appropriate work assignments, nutritional needs, and mental health care.
  • Prescriptions must be distributed by an appropriate person designated by the jail operator or Sheriff. Prescription medications must be administered to inmates in accordance with the physician’s written instructions.

An important aspect of minimum jail standards is to ensure the safety of every inmate. When inmates have mental issues, jail staff members are required to conduct face-to-face observations every 30 minutes at the most, for example. The following are additional components of a jail’s approach to protecting inmates with mental disabilities and/or in need of suicide prevention measures:

  • The members of the jail staff must be trained on procedures for supervising, recognizing, documenting, and handling inmates who are mentally disabled or possibly suicidal.    
  • Any members of the staff who are responsible for intake screening must have additional training on procedures to follow during the intake of inmates.
  • Jail staff must follow the correct procedures for housing inmates who are potentially suicidal and/or mentally disabled.
  • Training of jail staff includes procedures for intervening prior to occurrences of suicide or suicide attempts and when an inmate is exhibiting serious deterioration of their mental condition.
