Front of Jail Cell

The custodial death report (CDR) about Ms. Marshall’s death was filed by the Hardin County Sheriff’s Department on June 25, 2025. The summary of how Ms. Marshall’s death occurred has the bare minimum of information, and it lacks specifics. It conveys the following:

  • The decedent appeared to have experienced a medical episode and became unresponsive. Although lifesaving measures were performed, they were not successful. An autopsy has been ordered and performed, and results are awaited.

Horrific Details Emerge About Inmate Deaths in the U.S.

Shelby County Criminal Justice Center, Memphis, TN

Ramon McGhee died at age 42 on January 10, 2024, after incarceration in Tennessee’s Shelby County Jail aka Shelby County Criminal Justice Center. The shocking revelation that his death was ruled a homicide is overshadowed by the horrific details of his deplorable condition when he arrived at Methodist University Hospital. Mr. McGhee was covered in bed bugs and feces. He had suffered from severe neglect, including starvation, severe dehydration, and severe body insect infestation. He died two days after being transported to the hospital.

After a second autopsy was performed, it was revealed that lice and bedbugs on Mr. McGhee or bites from them were found inside his head and on his face, hair, mouth, nose, chest, pubic areas, arms, and legs. Even inside Mr. McGhee’s body bag, multiple insect stages were identified.

Mr. McGhee had been diagnosed with bipolar schizophrenia prior to his incarceration, but, allegedly, he was never administered his prescription medications for that condition.

Montgomery County Jail, Dayton, Ohio

Christian Black was 25 years old when he died after incarceration in Dayton’s Montgomery County Jail. Mr. Black’s tragic March 2025 death occurred in connection with time spent in a restraint chair. In a video released of the incident, Mr. Black appeared to have been experiencing a crisis in his cell, and 10 jail staff arrived outside his cell with the intent of restraining him.

Mr. Black, in an agitated state, ran and slammed his body into officers when they entered his cell. Stun guns were deployed against him, but he continued to fight back while shouting, asking officers to shoot him. Mr. Black was eventually placed in a restraint chair. The Montgomery County Sheriff’s Office posted a statement that “safety restraint chairs” are used by jailers to control inmates who are self-destructive, combative, or potentially violent to reduce the risk of physical harm to the inmate and the staff.

Approximately five minutes into the video, correctional officers can be seen forcing Mr. Black forward while restrained in the chair with his hands behind his back. The 25-year-old can be heard saying, “Help me.” Two minutes later, deputies leaned Mr. Black back in the chair, and he appears to be unconscious. An officer can be seen firmly holding Mr. Black’s face back, which has, at that point, been restrained in a mask. Shortly afterward, a nurse checked Mr. Black using a stethoscope and said she could not feel a heartbeat. She asks them to remove Mr. Black from the chair.

After another few minutes, the officers involved with restraining Mr. Black are seen performing cardiopulmonary resuscitation. Mr. Black was transported by ambulance to Miami Valley Hospital, where he died two days later. Preliminary findings of the coroner’s office ruled that Mr. Black’s death was a homicide most likely caused by mechanical and positional asphyxia.

The address of Mongomery County Jail is 330 W 2nd St, Dayton, OH 45422.
