In the custodial death report (CDR) about Michele Jo Allen, there are some details in the summary of how her August 11, 2023, death occurred. She was booked into Randall County Jail in Amarillo, Texas, on August 8, 2023. The events in the summary of her death all occurred on August 11. At 1:20 a.m., Officer Wheeler was conducting wellness checks in 1-B pod when he arrived at Ms. Allen’s assigned cell (6). He noticed that Ms. Allen was lying on the floor. Initially, she was responsive to Officer Wheeler’s questions but quickly became unresponsive. The officer called via radio for medical staff and additional officers to respond to the scene.

A 42-Year-Old Detainee Dies in Randall County Jail on the 6th Day

On January 24, 2023, Tobe Lee Fluty, Jr. died in Randall County Jail in Amarillo, Texas. He went through intake just six days earlier, on January 19, on four Amarillo municipal charges. At that time, he did not make suicidal statements. But the answers in the report are “unknown” for three other questions usually answered at that time, those being whether he appeared to be intoxicated, mentally ill, or dealing with medical problems.

The summary of how his death occurred begins with details on his condition on January 22, 2023. Mr. Fluty reported having chest pains and possibly heart issues, and he was transported to Northwest Texas Hospital. He was seen and tested by hospital staff and cleared to return to the jail that day.
