An Amarillo Detainee in Randall County Jail Dies-Pt5
The following is the last of the information in the custodial death report (CDR) about how Michele Jo Allen’s death occurred: At 2:15 a.m. on August 11, 2023, the Amarillo Police Department relieved the county officer and took possession of Ms. Allen, in accordance with a contract between the police department and the county jail. At approximately 4:45 a.m., the Amarillo Police Department notified the Randall County Jail that Ms. Allen had passed away. The recorded time of death was 4:17 a.m. on August 11, 2023. This in-custody death is being investigated by Texas Ranger Scott Swick.

Continuing with information in the summary of how Tobe Lee Fluty, Jr.’s death occurred after being housed in Randall County Jail in Amarillo, Texas, the following occurred on January 23, 2023: In route to the hospital or arrival in the emergency room, Mr. Fluty regained a heartbeat. He was listed in critical condition at the hospital. The Randall County Sheriff’s Office was notified by Northwest Texas Hospital staff that Mr. Fluty had died at 8:08 a.m. on January 24, 2023. The Texas Rangers had already been notified on January 23, 2023, of the situation with Mr. Fluty, and Ranger Scott Swick began his investigation. He was also notified of Mr. Fluty’s death and went to the hospital to continue the investigation.
An autopsy was performed, and the manner of and medical cause of death are listed as “complications of peritonitis.”
