Carlos Robert’s Death in the Multnomah County Jail was Allegedly Preventable

An August 19, 2025, news story covers disturbing details about the death of inmate Carlos Robert Morris, 46, who died in the Multnomah County Detention Center on January 8, 2025. Mr. Morris was booked into the jail six days earlier. He informed staff during the intake process that he had smoked fentanyl the previous day and had been experiencing withdrawal symptoms.

Records show that on January 7, medical staff examined Mr. Morris because he was considered at risk of withdrawal. Mr. Morris reported that he had body aches, diarrhea, vomiting, and nausea, all of which are symptoms of opioid withdrawal. Staff noted that he was barely responsive and that he appeared to be covered in feces and urine, according to the Medical Examiner’s Office records.

On January 8, the staff gave Mr. Morris the medication Suboxone, which is a generic brand of buprenorphine/naloxone, used to treat opioid use disorder and for opioid withdrawal. Mr. Morris was discovered unresponsive at 12:15 p.m. that day. Lifesaving measures were attempted by jail staff and paramedics. Tragically, he was pronounced deceased at 12:47 p.m., according to the medical examiner’s report.

Toxicology and autopsy results showed that Mr. Morris’s causes of death were dysrhythmia (an irregular heartbeat) and hypovolemic shock (loss of fluids and electrolytes that prevented his heart from functioning properly). Both of those conditions are caused by profuse diarrhea. A contributing condition of his death was chronic fentanyl use. Mr. Morris also had significant dehydration.

A physician stated that, though nothing is certain, it is more likely than not that, with treatment, this withdrawal death was preventable.

The inmate capacity of the Multnomah County Detention Center is approximately 882. The jail’s address is 1120 SW Third Avenue, Portland, Oregon 97204.
