El Paso County Inmate Lazaro Villalobos Dies in a Hospital

Lazaro Villalobos, 35, was arrested on a drug charge and then went through the El Paso County jail intake process at 8:15 a.m. on August 22, 2025. Tragically, Mr. Villalobos died in the jail’s custody in less than 3 full days. A custodial death report (CDR) about Mr. Villalobos was filed by the El Paso County Sheriff’s Office on August 25, 2025.
The CDR shows that, during the intake process, Mr. Villalobos appeared to be intoxicated on drugs or alcohol, and he appeared to have mental health problems.
Alleged details are provided in the summary of how Mr. Villalobos died. He was in holding cell 262 at 2:21 p.m. on August 22, 2025, and Mr. Villalobos notified detention officers over the DuKane communication system that he was having difficulty breathing and he was experiencing headaches. Mr. Villalobos was promptly escorted to the medical unit, where medical staff evaluated him and administered medication.
Mr. Villalobos was then returned to holding cell 262. At approximately 2:31 p.m., officers were alerted by other inmates that Mr. Villalobos was unresponsive and appeared to be having a seizure. Officers responded immediately, and Mr. Villalobos was transported back to the medical clinic. Dr. Lindo evaluated Mr. Villalobos and then administered three doses of Narcan.
At approximately 3 p.m., emergency medical services (EMS) were activated. El Paso Fire Department personnel from Quint 1 and Rescue 4 arrived at about 3:10 p.m. and transported Mr. Villalobos to Las Palmas Medical Center.
Mr. Villalobos was examined by medical personnel, who identified that he had a brain bleed. The Decedent was subsequently transferred to the Neuro Intensive Care Unit at the University Medical Center location for further treatment. Sadly, on August 24, 2025, at approximately 4:58 p.m., Lazaro Villalobos was pronounced deceased by Dr. Shino.
The CDR reflects that an autopsy was not planned and that Mr. Villalobos died of a stroke, and that a CT scan showed a (SAH) subarachnoid hemorrhage. It also shows that he died of natural causes.
