El Paso County Jail is Cited for Noncompliance in Special Jail Inspection Reports After Custodial Deaths in 2017
In 2017, at least two special inspection reports reveal that El Paso County Jail was noncompliant with rules that may have been crucial for the survival of two inmates. One inmate whose medical cause of death was peritonitis due to ruptured bowel was not checked on during required 30-minute observations by as few as 2 minutes and as many as 11 hours and 7 minutes. Observation records show that the other inmate committed suicide during a time when he was not seen face-to-face by jailers for almost two hours.
