Harris County Inmate Pebbles Girardi Dies in a Houston Hospital

Pebbles Sandy Girardi, 34, went through the booking process in Houston’s Harris County Jail on October 1, 2025, at 6:55 p.m., the same hour as Billy Ray Turner, 58. Of course, Ms. Girardi was in the female portion and Mr. Turner the male section of the jail, and they may have never met, but they coincidentally also both died two days later in different hospitals in the Texas metropolis.
Intake officers noted that Ms. Girardi exhibited medical problems and appeared to be intoxicated on drugs or alcohol. Inexplicably, the answer is “unknown” as to whether she exhibited mental problems or made suicidal statements. Ms. Girardi was placed in a multiple occupancy cell at the 1200 Baker Street facility.
Two days later, fellow inmates alerted jail staff that Ms. Girardi needed medical attention. Jail staff and medical personnel responded and began administering cardiopulmonary resuscitation (CPR). Ms. Girardi was then transported to the jail clinic. Houston Fire Department personnel assumed her care upon their arrival. Pebbles Girardi was then transported by ambulance to the Memorial Hermann Hospital, where she was pronounced deceased by a physician at 1:29 p.m. on October 3, 2025.
Ms. Gerardi’s cause and manner of death is not known at this time. The results of an autopsy are awaited.

Jail Inmate Paul Bulthouse Allegedly Died of Gross Medical Neglect
Paul Bulthouse, 39, was booked into Michigan’s Muskegon County Jail on March 22, 2019. Tragically, he died 13 days later after the jail allegedly denied him necessary medical care. Denying inmates of emergency medical assistance is a serious matter that, in extreme cases, can be deemed criminal.
When Mr. Bulthouse entered the jail, he was classified as suicidal. Therefore, he was monitored by jail staff every 15 minutes.
During Mr. Bulthouse’s incarceration in Muskegon County Jail in early April, he experienced 22 visible seizures over 5 hours. Although he was seen by jail staff and medical personnel during that time, no one acted to provide him with any medical assistance. He was pronounced deceased in the jail on April 4, 2019.
The coroner found that Mr. Bulthouse died of gross medical neglect due to a disregard for human life.
The address of Muskegon County Jail is 980 Terrace Street, Muskegon, MI 49440. The jail had a 542-bed capacity at that time. The inmate capacity has been temporarily lowered to about 300 as of early 2025 because of recent renovations.
