Pao Lee Dies in Wisconsin’s Sheboygan County Jail

In Wisconsin news, 65-year-old Pao Lee died on Sunday, September 14, 2025. He was an inmate in the Sheboygan County Detention Center. A correctional officer who was conducting a security check noticed Mr. Lee, who was unresponsive in the shower.
Mr. Lee was moved from the shower area, and lifesaving measures were applied. Sadly, Mr. Lee was pronounced deceased at the scene.
The Fond du Lac County Sheriff’s Office will conduct the external investigation into Mr. Lee’s death. The Sheboygan County Sheriff’s Office announced that no further information will be released until the ongoing investigation has been completed.

Two Inmates Were Found Deceased in Wisconsin’s Eau Claire County Jail
Robert Manning-Harris, 39, was arrested and charged with bail jumping and operating a motor vehicle with a revoked license on August 2, 2025. He was then booked into the Eau Claire County Jail. The Eau Claire County Sheriff’s Office (ECSO) reported that Mr. Manning-Harris was found deceased in his cell on August 6, 2025. In addition, the Dunn County Sheriff’s Office was going to conduct the death investigation.
Robert Manning-Harris is the second Eau Claire County Jail inmate in a little more than two years to be found unresponsive in their cell. On March 12, 2023, 29-year-old Silver O. Jenkins, who suffered from mental illness, was discovered unresponsive in her cell. She was found lying on her cell floor, and she was declared deceased a short time later.
The investigation into the death of Ms. Jenkins was lengthy. The results were first submitted to the Wisconsin Department of Justice (DOJ), and they reviewed the investigation results for well over a year. The outcome of the investigation was finally released on June 9, 2025.

Mental Health Issues are Sometimes Associated with Jail Atrocities
The tragic reality is that, after mental institutions could not handle a sufficient population, our jails became a replacement for mental hospitals. Approximately 44% of the detainees in local jails have at least one mental illness or substance use disorder. Individuals who meet that description make up over 70% of all people in jails and prisons. Jails aren’t built to accommodate the needs of mental patients. A likely day-to-day problem is that jail staff do not get substantial training in dealing with individuals who have mental health issues.
