Willacy County Jail Cited for Life-Safety Violations in Latest State Inspection

The Texas Commission on Jail Standards (TCJS) has issued a Notice of Non-Compliance to the Willacy County Jail after its January 29, 2026 inspection found serious safety deficiencies that put incarcerated people at risk.

What the Report Found

According to the official TCJS report, the facility failed to meet minimum state standards related to fire detection systems in inmate-occupied areas. Specifically:

  • The jail’s fire detection panel was inoperable at the time of inspection.

  • As a result, the facility did not comply with §263.31 of the Texas jail standards, which requires properly installed and functioning smoke detectors and fire alarms in areas where inmates are housed.

This deficiency is classified under the Life Safety Rules (Chapter 263) — the same standards designed to protect people in custody from fire hazards and other emergencies.

The non-compliance notice was formally issued on February 3, 2026, and the county was instructed to complete corrective action immediately upon receipt of the report.

Why This Matters

Fire protection systems are not optional — they are a core life-safety requirement in detention facilities to prevent injury and death from smoke and fire. An inoperable fire panel means that alarms may not work and that smoke detectors could fail to alert staff and inmates in an emergency.

A separate article from local media reports that officials told county commissioners the fire panel “must be completely replaced now,” showing ongoing struggles with basic jail infrastructure.

Context: A History of Inspections

Willacy County Jail has been cited in past inspections as well.  One such inspection, in May 2023, TCJS cited the facility for failing to maintain required staffing levels and inmate observation procedures.  See our jail negelct law firm’s post here – deanmalonelawfirm.com/jail-neglect/willacy-county-texas-jail-fails-state-inspection-2/
