Responsibilities of the Houston County Sheriff include handling jail operations. The Texas Commission on Jail Standards (TCJS) is the organization that establishes and implements minimum jail standards in Texas. As is standard for all jails throughout the state, TCJS inspects Houston County Jail on a yearly basis. Houston County Jail has the option of using restraints on inmates if there is an indication that the behavior an inmate exhibits is a danger to themselves or others. • Only supervisory personnel or a medical health professional can make the decision to apply restraints to an inmate. The medical condition of the detainee must be assessed by qualified staff.
• Documentation must be kept showing that an inmate in restraints is observed every 15 minutes. These personal observations must include assessment of circulation to the inmate’s extremities and security of the restraint system.
• Restraints must be removed from a detainee as soon as possible when the inmate is no longer exhibiting the actions that necessitated restraint. In no circumstances shall a prisoner be kept in restraints for longer than a 24-hour period.
