In Duncanville, Texas, a Request for a Welfare Check Results in an Alleged Police-Involved Shooting

On Tuesday, March 20, 2018, in Duncanville, Texas, an officer-involved shooting occurred in the 200 block of Martin Luther Circle. Police officers with the Duncanville Police Department responded to a call for a welfare check from a family member concerned about a relative who lived inside the same home. At about 2 p.m., officers were at the address when an individual described by officers as a suspect was allegedly shot by an officer. The suspect was taken by ambulance to Methodist Medical Center, and the extent of the person’s injuries has not been disclosed. No names or further details in connection with the police-involved shooting have been released. No one else was injured, other than the suspect who was allegedly shot. Texas Rangers are investigating the incident.

In San Antonio, Texas, a request for a welfare check resulted in an alleged fatal police shooting on January 27, 2018. Kirsten Kloppe, age 43, called police, saying that she was being stalked and that someone was accessing her computer. Officers with the San Antonio Police Department went to her home. According to William McManus, San Antonio Police Chief, Kloppe allegedly pointed a firearm at officers and was shot by police. She was transported to University Hospital and died later.

Kloppe reportedly had a history of mental illness. When police officers responded to her call, they did not think her stalking claim was founded. The female officer who allegedly shot Kloppe was placed on administrative leave, and results of the investigation into the alleged fatal police-involved shooting have not been made public.

A Second Person in Four Days is Allegedly Shot and Killed by a San Antonio, Texas, Police Officer

In the second alleged fatal police shooting in San Antonio, Texas, within four days, 43-year-old Kirsten Kloppe was allegedly shot and killed by a police officer with the San Antonio Police Department on Saturday, January 27, 2018. Kloppe had a history of mental illness, according to William McManus, San Antonio Police Chief. Police officers went to her home on Saturday afternoon to do a welfare check. Initially, however, Kloppe contacted police, saying she was being stalked. When officers went to her home, they discovered that Kloppe was in her bedroom. The door was locked, but they made entry and found that she was holding a Glock pistol. Kloppe raised the gun to her head, according to McManus, after which there was a struggle with her and police officers. McManus said during the altercation, Kloppe’s handgun was beginning to work up toward an officer’s head, at which time she was allegedly shot in the abdomen. The officer who allegedly pulled the trigger has not been identified, other than to say that she has been with the police force for six years.

The officer who allegedly shot Kloppe is now on administrative leave while an investigation into the incident is conducted by the Texas Rangers.

The other alleged fatal police shooting in San Antonio in the past week was on Thursday, January 25, on Northwest Loop 410. An unidentified suspect in an alleged BMX bike theft allegedly cut a police officer on the hand and was then allegedly fatally shot by another officer at the scene.

An Alleged Bicycle Thief is Allegedly Shot and Killed by a Peace Officer in San Antonio, Texas

On Thursday night, January 25, 2018, after an alleged bicycle theft in San Antonio, Texas, one police officer was injured and a man in his 20s was allegedly shot and killed by a police officer with the city. The man killed was a suspect who allegedly fled from a Target store on a stolen bicycle. The San Antonio Police Department was called regarding a robbery in progress. At about 6:30 p.m., a man evaded security, took off on a stolen BMX bicycle, and was riding on the Northwest Loop 410 highway. Three police cruisers went in pursuit of the alleged bike thief, according to Police Chief William McManus. After a police car blocked the man on the bike, the young man pulled a knife and allegedly cut a police officer on the left hand. McManus said the knife the suspect pulled was large enough to kill a person. Then a second police officer opened fire and allegedly struck the suspect in the abdomen. The suspect was pronounced dead at the scene. The officer went to a nearby hospital for treatment of minor injuries.

The alleged officer-involved shooting occurred following the alleged robbery at the Target near North Star Mall located at Rector Drive and Northwest Loop 410.

It’s standard procedure in Texas for officers involved in an alleged police shooting to be placed on administrative leave while the incident is investigated. The Texas Rangers conduct investigations into all police shootings. Among the matters to be determined is whether officers who pull the trigger use excessive force.

A 6-year-old is Killed in Alleged Police Gunfire in San Antonio, Texas

On Thursday, December 21, 2017, 6-year-old Kameron Prescott was allegedly shot and killed by police in San Antonio, Texas, as the law enforcement officers opened fire at a woman they had pursued for two hours. Amanda Jones, age 30, was the person police were trying to apprehend; and she also died in the alleged police shooting. Jones was trying to go into Prescott’s mobile home and was on the front porch when shots were fired. Prescott was struck in the torso. He was taken to a nearby hospital, where he was later pronounced dead.

According to Bexar County Sheriff’s Office deputies, Jones had shown a gun earlier in the day. They said it appeared she was pulling her gun at the time police officers opened fire, but there was no gun at the scene.

Just preceding the alleged officer-involved shooting, there was a two-hour manhunt for Jones. She had first been encountered by officers at a residence, where she was discovered hiding in a closet. She managed to escape, ran through a wooded area, and crossed a creek before she is believed to have randomly chosen the Prescott trailer to try and break into. A helicopter tracked her movements and reported several times that it appeared she had a gun in her waistband. They also said she had tried to break into several trailers before ending up at the mobile home where the 6-year-old boy was allegedly shot by police.

Prescott’s family reported that the child had expressed unease all day and wanted his mother to pick him up, as he was at the trailer park visiting his father.

Resources say Prescott is the youngest person killed in a police-involved shooting in 2017.

Texas Lawyer – Police in San Antonio Shoot a Man Stabbing a Woman with a Pencil

On Wednesday, August 30, 2017, in San Antonio, Texas, police allegedly shot a man who was using a pencil to stab a woman. According to William McManus, San Antonio Police Chief, a man was on top of a woman in front of the Baptist Medical Center Downtown and he was stabbing her with a pencil. Two police officers with the mental health unit were inside the hospital and heard the woman screaming. When the officers intervened, the man stopped attacking the woman and turned to attack the officers. At that time, one of the officers allegedly shot the man, hitting him in the torso. The man was transported to SAMMC for treatment, and there has been no information provided about his condition. The woman suffered minor injuries.

Chief McManus said that the officer who allegedly shot the stabbing suspect has been a police officer for 9 years. He also said that the woman thanked the officer for saving her life.

If typical protocol is followed, the officer involved in the alleged shooting will be placed on administrative leave. In addition, there will be an investigation aided by the Texas Rangers.

Many people in the U.S. are intent on holding law enforcement officials accountable for their actions. Of particular concern is the use of excessive force.

Just this week 46-year-old Brandy Caldwell in Watauga, Texas, was supposedly walking down the street with a handgun and was fatally shot by police. More facts continue to emerge, including the family’s claim that they didn’t know of her ever having a weapon in her home. Family and friends say she had left her home angry over a child custody issue and had struck another vehicle with her car before being shot.

Lawsuits are often filed regarding such claims as police shootings robbing individuals of their constitutional rights. In this case in San Antonio, it remains to be seen whether new details will shed more light on the shooting incident.
