The results of the autopsy were that Clara Palmer died of an apparent suicide.
Jail Suicide is a Serious Public Health Problem
Suicide is the cause of more than 30 percent of jail deaths, and it is the leading cause of death among people incarcerated in U.S. jails. Statistics show that progress in jail suicide prevention has stalled out rather than making progress. Through years of study on custodial suicide, the Vera Institute of Justice (Vera), a watchdog group, has concluded that each jail suicide is a “sentinel event,” which is defined as a significant negative outcome signaling underlying weaknesses in jail systems. Each of these tragic suicides is the likely result of compound errors, Vera said.
One in-depth study of custodial suicides led to the conclusion that it is possible to improve suicide prevention in jails. A strong recommendation is that jails adopt and make changes based on sentinel event reviews, which would ultimately better ensure the safety and well-being of detainees and jail staff.
Jails can be held responsible if jail neglect results in an inmate’s death. Jail inspections after custodial deaths in Texas frequently show that face-to-face observations of the deceased inmates were neglected, yet supervision is the most effective deterrent for suicide.
