An Inmate in a South Carolina Jail Dies Due to Gross Medical Neglect

D’Angelo Brown, 28, had a history of mental health issues, including schizophrenia and bipolar disorder. He was arrested and booked into South Carolina’s Charleston County Detention Center on assault and burglary charges on August 10, 2022.

While he was in jail, Mr. Brown allegedly was not given antipsychotic medications. In the weeks leading up to his death, he was allegedly found with human waste scattered about his cell.

According to the Charleston County Sheriff’s Office (CCSO), on December 21, while deputies were conducting a security check, they found that Mr. Brown appeared unresponsive but was still breathing in his cell. He was rushed to a hospital, but he did not regain consciousness before his death on December 29, 2022.

Initially, deputies recorded that there was no evidence of foul play. But the Charleston County Coroner’s Office autopsy results released on March 20, 2023, showed that Mr. Brown died from “E. Coli EAEC sepsis with septic shock and multiple organ system failure due to gross medical neglect.” His death was ruled a homicide.

Mr. Brown allegedly suffered inhumane treatment and lived in deplorable conditions, which allegedly contributed to his death.

Deputies with the CCSO released a statement saying that adequate medical care is the right of every detainee in the detention center. They also indicated that they will try to improve communication about behavioral, mental, and physical health among the inmates in the jail.

The address of the Charleston County Detention Center is 3841 Leeds Ave, North Charleston, South Carolina 29405. The jail has a 2,033-bed capacity.
